Hi, Each YouTube application is evaluated differently. You must meet ever requirement, however, to apply for it. If you don't, it's unlikely that you are eligible for the rank. In the application requirements, there is no view requirement listed. As long as you have an active YouTube channel that you are posting on regularly, and getting a decent amount of views-per-video, you should have a pretty good chance at getting it. The most important thing is the activity, because an inactive YouTuber is the last thing a server needs when you're providing them a rank, perks, and a tag. So to answer your question: Yes, views do matter, but the base requirements matter more.
Hey GayPridee, As stated above each YouTuber is evaluated differently. To answer your question if you need views, the answer would be most likely yes. Having the subscribers without the views could mean a variety of things, It could mean that you bought your channel or you clearly have not uploaded in a long time! If you ever do choose to apply for Youtube rank I suggest getting at least 400-500 views per video considering the Subscriber requirements.
I think Eddie has summed this up really nicely. You're always able to apply again, but there's probably a reason as to why you were denied.
