   When I try to chat it says "cannot send chat message", It shows my account has no punishments and I Have gold ranks but I cannot chat, please help.

   You probably have your chat settings set to "Commands only".
   
   To fix this you just need to go to Options --> Chat Settings --> Then Change "Chat" to "Chat: Shown"
