Yes, the report was denied because we can't see files shown like that, only you can as it's from your computer. Also, from the image you attached in this thread, it does not show anything you accused him of doing, and is not punishable. Unless you have more evidence (full screenshots / videos), we cannot do anything about it.
Hey xDcoleDx, In the future, if you believe someone in chat has done something wrong then you can easily report them in-game by doing /chatreport (player name) (reason) and the chatreport will get checked by a staff member and the staff member will decide whether what the player has done is punishable or not. When you /chatreport someone, it shows the past 10 minutes of there chat history. If you want to see all the rules, punishments and examples of what is wrong and right, you can see it here.
