Can I claim land next to another already claimed land or is there a rule that prohibits this? And after I claim that land (which becomes my property) can I collect the blocks inside it?
You can't prevent the expansion of someone else's claim but you are allowed to claim somewhat near them. You also can't claim land with the sole intent to use it to get its blocks or to destroy the scenery since the resource world can be used for that.
