Tier chests still exist, you just need to regain the credits and repurchase them in the new shopkeeper. The new shopkeeper is located left of the entrance of the library in the minigame hub.

Just be aware that they will likely reset again once the beta phase of the revamp is over, and you will have to go through this process once more.
