"I can't fly with elytra" is very vague and doesn't help us at all when it comes to identifying the issue. Make sure you're on 1.12 or above on Survival for an optimal experience.
I'm using 1.12.2, I put elytra, I throw myself from a high place and it doesn't work, rockets don't work either and in the end I die ....
Can you send a screenshot of what your elytra looks like, just to make sure it isnt fake. (press f2 to take a in game screenshot)
at most, hop into a single player creative world, and test out a elytra there to see if it's because of your inexperience or if its on the server, If it is fault on the server, you can submit a bug report here
