   I’m trying to give someone perms to put stuff in my Shop Chests, is there any way or any command they can gain permission to open the Shop Chests?

   you can't do that only the owner of the "sign" has access to open the chests. you can, however, attach hoppers to the chest that's correspondent/linked to the sign and then have your buddy use the chest that's attached to the hopper.
