Whenever ‘/spectate’ suggestions come up, they are never implemented because they would have to revamp the whole system to be able for stuff like this to happen. I understand that your idea is an attempt to avoid that but I still am not a big fan of this idea for the main reason that if someone is hacking/cheating on skywars/ cakewars/ survival games etc. then it is very easy for a player to just record them and report them on the forums and they will most likely be banned within a short amount of time. The reason /spectate would need to be added is if a staff (Mod+) was in a game and thought someone was hacking and wanted to get a better look as soon as the game started then they would quickly type /spectate and then fly over to the assumed hacker. Your idea of /spectate works very differently so that if any player assumes another player is hacking, then they must contact a staff member (mod+) and tell them to /spectate the assumed cheater and wait for them to join a new game and then, suicide and start spectating them. Staff members are already piled with work and I wouldn’t assume that they have any time to spectate players that someone has reported but has no evidence. Sorry but this is a -1 from me. Regards.
