Bumping threads is when you take old threads(14 days old in inactivity) and bump them back to the top, which isn’t allowed.

So like Commenting on a Thread that is old?

Well that seems pretty stupid, What if I wanna get in Comment on something? Or get in contact with someone working on something?

The reasons the threads are inactive is because most of the time they're irrelevant and thus useless to the forums. Or have already been discussed enough. Replying to those irrelevant threads will bump them back up for people to see.
I didn't make the rules either tho :3, If you want to get in contact with someone you can message them privately if you'd wish :D

How do I do that? and even if, if people see something they would like to discuss it shouldn't have to be such a pain, so who makes the rules?

No one really makes the rules, but there is a set of people who approve the rules. Rules can be brought up by players on the suggestion forums or a staffmember can make a ticket on it so the Admins can view them over in their Admin call. If you really think this is necessary to change I recommend you make a well constructed post with listing both cons and pro's of the rule being editted.
