I mean, no. Being generally annoying is of course allowed and comes with the prison territory but this isnt even really "scamming" it's just pointless. It's not gonna crowd out their inv anyway cause they'll already have had everything they want to in their inventory... it's a mild annoyance at best. A better idea might be to do a boat drop party, get everyone's inventory full + a ton just floating on the ground, then start the real drop party (interspersed with more boats, of course). Drop all the stuff in the Boat Chasm. Now drop party isn't a game of ping or running, but throwing endless boats out of your inventory fast enough, HAHA. Annoying but you'd get more participation (and power over these helpless mortals ) than by just dropping boats, which people would probably get bored of and leave. You'd probably need a friend or two and at least one virtual chests perk to execute this well though. Sometimes you get a lot of people showing up for drop parties.
