I don't think staff would abuse cheat clients if they were permitted during moderation, If they did then it'd be pretty easy to catch them abusing cheats & be have their privlages revoked / banned. I played on a server afew years ago where if you were to try X-Ray diamonds, Every block behind what was directly visible to you showed diamonds, so it was literally impossible to x-ray diamonds, Not sure if things like that still exist but there's definetly a long way to go with MCC Cheat prevention, Might be worth noting the mods & admins are extremely active when UHC Is in progress.
