I have seen other players accuse him of various hacks as well such as fly, but my report got denied because this evidence isn't sufficient.
I feel like you can't really base too many assumptions off of this video which is probably the reason why it was denied. Although they're definitely hacking as I have evidence of them flying, but all is good because they have already been punished. :)
Your recording by itself is not enough to get the player punished. When the reports team processes report tickets for client offenses, videos like this just don't contain enough obvious evidence. There may be one or two questionable hits, but for us to accept a report, the evidence needs to convince us beyond a reasonable doubt that the player is hacking. As the player is punished, and you now know why the report was denied - Thread Locked.
