Hey there. Adding on to what @Lewklo said, you won't be able to submit an application until you meet the requirements, those being: 45-day old Forum Account 20 (helpful) Forum Posts 50 reports. At the moment, you don't meet those requirements so it won't let you submit an application. Hope this helps!
You also need to be well acquainted with the rules. I'd recommend asking a staff member for the practice discord, where you can take tests and increase your knowledge about the rules and the severity of punishments and how to punish someone correctly in scenarios.
