    Hey there!
To answer your question, players start off by applying for helper, and if they do get the position, then they can be promoted to higher ranks. The ranks are ordered from lowest to highest: Helper, Moderator, Senior Moderator, Admin. As far as abilities, Helpers can mute, Moderators gain the ability to ban, and Senior Mods gain access to more commands and gain more abilities, such as being able to check IP's, and they deal with any issues lower staff need help with - for example, whitelisting a user or removing parts of a build on a plot. Admins basically have free rein and gain access to all server commands.

Staff members also gain the ability to apply for different sub teams after achieving certain ranks - for example, only Mod+ can apply for Reports Team, and only Sr.Mod+ can apply for mentor team. Staff achieve promotions by exhibiting hard work/knowledge, etc., and this is judged by the Review sub team.
Assuming you'd like to go for a staff position, make sure to view the very helpful helper guide by Fouffy!
